Possible Fuel Pressure Issue on 91 TSi

Hell friends! Im having some fuel issues and im hoping you can help. First of the car is a 91 TSi FWD, manual, T3/T4 turbo. Now when I purchased the car it had a 2nd gen fuel rail with a generic AFPR and Wally 255 on it. Ive been using it for some time but never really got into boost a whole lot. Im starting to realize that when I get up into the 10-15 psi range that its hitting fuel cut i assume. I ran a gauge to the inside of the vehicle to see what was going on. At idle its running at right around 40psi under boost it shoots to about 60psi and doesnt drop even tho I feel the car fall on its face. My first check was to see if the reg was working properly so I disconected the boost reference line and it shot to 60psi again. Any thoughts friends? One last thing. Its running stock blue tops, 450's i think.

Sounds like a boost leak, fuel cut is a Violent ,abrupt stop, boost leaks bog but can cause fuel cut too. 1 g or 2g mag?
 
I will have to do a leak down test sometime soon then, But it doesnt do it in any gear but first and occasionally in second. Now there is no BCS, I have the line for the wastegate ran directly from the compresser housing and using the wastegate spring.

get bigger injectors and a way to tune. the turbo is ###### putting more air than what the injectors can put in for fuel. I had a 2g and installed a t3/t4 and couldnt even start the car because to much air flow. So i put in a ecu tuned by jester and some 720cc injectors and it drove great but rich as hell.
