well im posting for a friend, what would make the gas pedal hit the floor and at the same time not moving the throttle body, his pedal is stuck, his car is a 2g talon with a 6bolt swap
 
Probably a bas throttle cable, or something bent in the junction box. There is a plastic sleeve in the cable that can deteriorate and make the cable stick.
 
Try and force it up with your hands. That's happened to me before.

Yank off your UICP and check your TB for carbon shit buildup. Give it a good clean and see how that works. Inspect the cable for slippage, breakage, and slack. If that still fails, you may want to just replace the throttle cable.
