They are called oil squirters. You will need to replace the 2 crush washers (per squirter, 8 total, part number MF660034) or they might leak or back out over time. This is the part number and description for the actual oil squirter to help in tracking down the crush washers at Mitsu. (MD109259 Oil Jet, Cylinder Block)

The torque is 22-25 ft/lb according to the service manual.

I was just looking at the same thing the other day, and my Mitsu service manual says 22-22 lb/ft.

Just checked my mitu bible.... 22 - 25 it is... but you MUST use new crush washers or the old ones will split when re-using them when you get to about 20 ft/lbs. THe ones in my current motor perfectly torqed to 25 ft/lbs with new washers ( i split a few old ones first), and make sure to use red loc-tite on them..that's something you don't want falling out into your engine over time and the RED stuff is the permanent stuff, but you can still heat it with a torch to soften it up incase of future removal needs.

Sweet thanks for all the help, my first build so I hope it doesn't tick after its all together LOL.....
