2G oil sprocket wont spin freely

That's not good. Sounds like it has seized and will need to be replaced. Not a fun job replacing an oil pump.
Ugh, I'm tired spending money on this car, Everytime I get something fixed, I always run into another problem. Is the a way to get it unseized without buying new parts. Btw there's no oil in the car since I was rebuilding the engine. The shaft is unlubricated and dry since it's been sitting without any oil for 8 months. You think if I put some oil and keep spinning it may get unseized?

Probably not.

If it's tight, then it's probably needs to be replaced.

Can you clarify the bold lettering in your statement? What other rear balance shaft??

The oil sprocket is what causes the only rear balance shaft to spin. There is a front shaft that runs off of its own belt, is this what you're referring to?
 
If it was lubed before, even after sitting for 8 months, there will be a film of oil that will allow it to spin freely.
If oil drained completely from surfaces after only 8 months we would all be tearing apart our engines after every winter or longer storage period.
My bet is bad tolerances causing binding.
 
I took apart the oil pump and cleaned it up and put it back together. Now I can spin it by hand easily, only problem is it won't automatically rotate back to a certain position should I worry about that?
