Is it normal for a oil leak to happen there?

Not "normal" but if you blow a seal there you will have a plume of smoke out the tail. And no boost as you are oiling the exhaust down pipe. Ask me how I know LOL.

EDIT: Those ecducer blades look deformed to me but oil would coat them usually. Any shaft play side to side??
 
Only if the turbo can't drain properly or there's a much larger underlying reason for the leak (oil contamination causing rapid bearing wear in the unit, etc).

A little side-to-side movement is normal but there should be zero in/out play.
 
A little seep is normal, the seals do their job keeping oil inside the turbo, however when they are saturated and the turbo Does not drain the oil quick enough it will over power the seal and blow oil out of the tail pipe.

If your turbo is being fed from the oil cooler it needs a restrictor mounted to prevent over oiling of the turbo.

If it has in and out shaft play it's already messed up the internals of the turbo and it needs to be rebuilt or replaced.

(The eBay 16g style t3 turbos are the worst about this, the exhaust side turbine shaft is longer than it should be and exposes a lot of the shaft to the exhaust gasses, making them extremely sensitive to over oiling, proper cool down, and damage in general. )
