Is necessary to drain all the oil to remove the oil filter housing? I need to port it to reduce the oil pressure

No, the oil level in the pan is lower than the oil filter housing.

on a side note do i need to port the evo 9 ofh or are they better then our 2g ofh units

Whether you need to port your housing depends on what your operating oil pressure is relative to factory/built specifications. It is not dependent on the oil filter housing being used.
