It looks like it has been there for a while. I stay away from FRAM oil filters anyway, I remember from back in the dys reading about their assembling causing metal shavings in the system. I am sure they addressed the poblem (?) but it's cheap anyway to buy an OEM or better quality one that I can't see the point of buying one one.
