oil balance shaft not spinning freely

So heres the deal I got the front case back on and I'm not able to spin the Balance shaft I read somewere that there is a freeze plug could that have something to with it or do I need to take the case back off, I put grease on shaft also just to put that out there
 
Alotaboost is right, most people say that doing so will make the engine vibrate a lot. I tell you what yesterday I took my (recently bought) 97 gst oil pan off and was looking around, come to find out the engine had no balance shafts..a removal kit was already installed.. Also to prove that vibrations are not bad I also have a front motor mount that's shot. would have never even know the shafts were gone if I didn't look. Extreme psi sells kits for removal for about 55 bucks. Highly recommended. You read other threads of where BS belt broke and took the TB with it locking up engine.
