OBD2 Scanner

I have a 1996 Eclipse gs and my check engine light has always been on. I've took it to all the parts stores and their scanners will plug into mine but nothing happens. I had a friend that worked at a salvage yard and he brought home their scanner and it worked and I had two problems. That was a long time ago and they no linger have that scanner.
I am just going to buy my own scanner. What is a good scanner that would work on my car and isn't that pricey.

Does this work with an iPhone? I though I read somewhere that the app Torque is not available for the iPhone.

Also are you guys able to log MPG on a 2g DSM?
