Problem with obd2 Scanner

Hey I got a problem using an obd2 scanner. It keeps giving me linking error when i use it. My car got inspected in July and i had Auto zone did a reading for the CEL about 4 months ago. At that time, after autozone gave me a reading, check engine light was still on since they can't delete the code so i asked my friend to read it again a couple weeks later and it didn't work. It was the same scanner he used this time. Is there something wrong with my obd port? Thanks
 
the DLC is power by the cigarette lighter fuse . i haven't seen a car with a fuse just for the DLC . and if that doesnt work bring it to a shop with a real scanner like a snap on solis . something along those lines. i have a small code reader and it doesnt always work either and hope u know when reading it the key has to be in the ON position
 
The key was on the ON position when i was trying to get a reading. That might be the problem if you say the obd is powered by the cigarette lighter because that is not working at the moment. It came apart on me and I'm too lazy to take off the console and hook it back up. -.-"
