Does anyone know how to fix a OBD that won’t read at a smog inspection shop? but will read through a regular OBD scanner

My Obd2 scanner works on the eclipse but when I take it to the smog inspection shop their saying that they are getting no voltage from the car and the Obd computer won’t read or test my car
