420A no power to obd2 port

Hey guys Im a newb to the dsm world. So today I had a check engine light pop on on my 97 Eclipse RS 5spd and went to scan it. However my scanner is not detecting the port. I check the power to the plug with a check light and got no voltage. I checked all the fuses and all were fine! I am lost as to what this could be, Thank you for your help!!!!!! A few months ago I had the TPS go out and the scanner worked fine that time, so I know for a fact it was previously working.
 
It looks like I have the same car. I can only read my OBD2 when the key is turned to the on position, just before the car starts. Give it a try and see if you get a reading, mine reads "error" if I don't.

Unfortunately I wish that was the case, Its not working at all if key is in the on position or the car is running. its like the port has no power going to it at all!
 
Yea I think im just going to bypass it and splice the 16pin wire into A 12 volt ignition hot via a fuse connector and unplug it from the fuse box when I the Check engine light is out.
