420a no spark or read from obd2 port. help!

I have a 1997 eclipse gs with the 420a motor. i just rebuilt motor and reinstalled and hooked everything up. motor turns over all day long, but there is no spark, and hooked up a voltmeter to the coil pack plug in and theres no power to the coil packs as well. brought home the obd2 reader from work today and there is no read on that either. ive checked all my grounds and many of the sensors. what is confusing is that the obd2 reader wont connect with the cars computer. is my ecm fried? any information is helpful at this point. thanks
 
Well idk about the obd2 not working might be just the burned fuse and I assume the problem happened after the rebuild with the spark the only thing I can think of to check right of the back of my head is the crank sensor is it bad or maybe just not plugged in all the way. I would go over all the plugs it looks like just some reinstall issue. If u have a test light check pin for for constant 12V in the obd2 plug I don't remember the number but it will be one of the corner pins
 
Running down the list. A fuse is blown somewhere, usually the accessories. fuse, but could be another. That is why your OBD2 reader is not connecting to your car's computer. Once you fix that, then you can move on to your problem with a no start, that you believe is a No Spark.
 
Start by checking your acc. fuse or cigarette lighter fuse to see if either of them are bad. Did the obd2 port work before or did you have any issues with the ecu in the past?

the obd2 reader is coming on when plugged in which means its getting power, its just saying that it cannot make connection with the computer. i did test the pin anyway and it is giving power. any other ideas?

checked all fuses and every one of them is good... i know that the coil packs are not getting power from the plug in because it is not sending any signal. i tested the plug going into the coil packs for power and got nothing.

fuses are all good. i bought the car with bad pistons so it was in need of a rebuild when i bought it. i never started the car before the rebuild process and did not check the obd2 before tear down.

Double check to make sure you don't have the speed sensor plug switched with the coil pack plug.

i have read this somewhere also and tried that. however the speed sensor plug (or what i thought was the speed sensor plug) did not even match up with the coil packs.
i will also add that the speedometer and tach do a weird thing when i turn the key and and both the tach and speedo needles rise to about 50mph and 3000 rpm. not sure what that is about but it just seems odd. i watched a youtube video of a person starting their eclipse and the needles didnt move. can you give me a better idea of what the speed sensor plug looks like and where it is located? thanks so much
