o2 readings at idle

At idle, my o2 sensor is reading -.02 . It also gives that same number when I'm in a low gear for whatever speed I'm at and I'm off the throttle. This isn't right I don't think?

One possible reason for this and the many other problems I'm having might be what I did with my stock o2 sensor. The stock sensor has 4 wires coming from it that go to a connector about a foot away. That connector connects to a female connector which has another 4 wires coming out of it that go towards the rest of the harness. I believe the color of the 4 wires coming form the o2 sensor are, black, black, red and white. I MAY have mixed up the two black wires when I soldered on a new connctor. Does anyone know what each of these four wires do?
 
your 20mV reading is caused by most likely a feedback voltage from the ground. the negative may be caused you having the DMM hooked up in reverse, or by having it improperly wired when you redid it. the voltage is so small you can neglect it and consider that 0V. buy a cheap manual at some autostore with the schematics and look at them your self to find out the correct wiring, this is the best way to look at the correct color code becuase then you are depending on the mechanic or person reading them to accurately interpret them.
 
Well on the 99 GST the HARNESS wires are red and yellow which are the heater wires, white which is the signal wire, and black which is the common wire. But I've seen after market O2 sensors with all kinds of wire colors on them. The 2 larger wires will always be the heaters no matter what color they are and you can put them on either way. The other two must be put on correctly to work properly but will not damage the sensor if on backwards. The front sensor should never have less than 0.2 volts and the rear 0.1 volt after settling time (3 min).

Now since the o2 sensor is reading almost 0v, will this cause a problem if it's not happening when I'm on the throttle?

It's a Galant. Only one sensor.
