This seal isn’t tight and is leaking fluid. Does anyone have a part number for it? Passenger side wheel. I thought there was supposed to be a boot there but I’m not sure. And would I have to take the whole rack out to replace it?

Yes, there should be a bellows boot there. Check your inner tie rod for excessive play now that it has been exposed to the elements.
To fix the leak, you need to remove the rack and rebuild it or replace it. IIRC, there's no way to access that seal without fully disassembling the rack.
