Not your average boosting problem.

Please I'm open to ANY ideas anyone has, I've spend about 1000 just trying to fix/find the problem!! I dont want to keep modding with this not solved.

My car will not boost over 16psi NO MATTER WHAT. It has been doing this for about 7months now. It used to boost 20+psi no problem if I wanted it to.

We have tryed everything and more that you can think of.
-boost leak test
-compression test
-leak down test
-changed BOV's
-Been through 3 boost controllers
-Even installed brand new evo3turbo, We found out there was nothing wrong with the one I had.
-changed all turbo lines
-Cams are good, not rounding out
-changed plugs and wires
-cleaned intercooler
-ran car with open exhaust
-tryed 2 different boost gauges
-tuned it many times.
-replaced boost gauge line
-pulled wastegate hose

1997 Eclipse GSX Auto, Evo3 turbo, 272/272 cams, 560cc injectors, AFC, Hallman BC, 2.5 downpipe and exhaust, NGK plugs, msd wires, dejon IC piping, greddy Type-s BOV, walbro 255......

Well, you leave us with quite a little bit of back tracking to do unfortunately. Just for clarification we are not trying to insult your mechianical ability.
-Boost leak test- Can you tell us how long you help 20 psi for in the system at both the throttle body elbow and the compressor housing?
-What happened when you disconnected the vaccume to the wastegate?
-What were your compression test numbers?
-Is the car running good expect for not being able to boost over 16psi? Studdering, hesitation, etc?
-Can you get us a log?

I don't remember how long it held but we pressured it up to 25psi, and there were no leaks.
with the hose disconnected from the wastegate, it still does not boost over 16psi.
Compression was exactly the same on all 4.
car is running great besides that, I mean its not slow by any means, it still pulls pretty damn hard, it's just frustrating not being able to turn the boost up on occassion.

I keep getting told that my wastegate is blowing open and I need an external, I find it hard to believe that 2 brand new evo3's both have bad wastegates.

I've tryed wiring the wastegate shut and only got 4psi, I must not have done it right.... At least that would tell me if its the wastegate.

Try this...
Remove the wastegate from the compressor housing. When you reinstall it, place... 2 washers on each bolt in between the wastegate and the compressor housing. Then go and take it for a spin. This will hold the wastegate closed better, and it won't let it open as far. Pay close attention to your gauge and if your boost starts getting out of control back off. If 2 doesn't do the trick, try 4.. etc. etc.
