No power to fuel pump (searched)

I am currently dealing with two fuel problems on my 1990 n/t Talon. This is the second. I am getting no power to my fuel pump at all. I can jump the pump and make it run, but that is the only time I am getting it to work. I've swapped ECUs and MPI relays with known good ones. I have tested the fuses at my battery and they are all good, along with all the other fuses. I have tried a re-wire and still came up with nothing. I'm completely stumped. I searched but couldn't find a direct answer.
 
Have you checked any of the ground wires? If you have not done so, check the ground at the fuel pump. When you jump the fuel pump, are you giving it power straight from the battery to the positive wire on the pump?

Yes, I was giving it straight power from the battery to the positive wire for a second and it kicked on. I figured if the grounds for the pump were bad thn would't it not turn on even when jumped?
