1G No cranking!

I have a 1990 Plymouth Laser RS (FWD) that I just finished swapping a new motor into. I finally got it running and driving, I went to the gas station and it wouldn’t start. I noticed the the top bolt of the starter (also the starter ground) had backed itself almost all the way out. I tightened it, bump started it, and drove it home. I’ve replaced the starter, starter relay, ignition tumbler, ECU, and I re-did my battery connections. The starter gets power but no voltage from the signal wire.

There is voltage only on pin 1 and 3 on the starter relay.

There are 4 potential configurations here but I don't remember if the theft-alarm system was available in 1990. They are 5 speed or automatic and factory theft-alarm or not. Plus I guess if you have any aftermarket alarms or turbo timers.

So what does you car have?

The manual without theft alarm is the most common where the signal for the starter solenoid runs from the ignition switch through the starter relay to the starter. The starter relay disconnects the signal if the clutch isn't pushed in and often the rubber stopper on the petal arm that contacts the clutch safety switch is damaged or missing. Disconnecting the CSS bypasses it and keeps the starter relay from breaking the connection to the starter.

The automatic starter circuit works the other way, it need the inhibitor switch to pass the signal from the ignition to the starter.
