No Balance Shaft Belt?

So I've had my car for about a year now, and I'm getting ready to put it on the road. But I have a crazy vibration when running, on the intake side. I did a search and lead me to the balance shaft belt. I go ahead and strip the timing belt cover off. What do I see NO balance shaft belt, and the oil pump sprocket not in time.

So what should I do get a belt and put it on? or just line up the oil pump sprocket and leave it the way it is?

If a proper balance shaft removal has been done, the oil pump sprocket doesn't need to be in time. Are you saying there are still balance shafts in the engine and there is no belt?
 
The sprocket for the balance shaft belt is still there. so I'm guessing that it is not done right.

Yeah if the balance shafts are still in there that's not right. You'll either have to re-time the motor with a balance shaft belt or do a BSE.

If you decide to do a BSE make sure to get a proper stub shaft that is drilled for oil flow and has an oil groove otherwise you will essentially block off the oil supply to the bearing surface of the driven gear on the oil pump, which will lead to an inevitable bearing failure.
