New Rings+hone, turning motor and Tight areas

So i have new rings and i rehoned the walls. When turning the assembly it is tight in certain areas and loose in others. Is that normal with new rings or should i be worried? the rotating assembly spun freely with the old rings/walls so just wondering if its normal. Thanks!
 
Are you turning the motor with the head on or off?

With the head on it will feel very tight in areas, and loose once the camshaft opens an exhaust valve to release the compressed air.

both, with the head on it did not change the tightness.

half the crank rotation requires a little effort, the other half slides like butter.
 
I thought the title said "new ringtones and tuning motor",I was about to come bash a spammer LOL , but then i've been drinking. LOL LOL

The info provided is correct, and when honing a cylinder that's not been bored recently you will feel the very top is tighter then the bottom due to wear.. also the very bottom will be tight as well. These are areas the rings never hit, so they dn't wear as much as the rest of the cylinder. if everything is within spec for clearances on piston to wall and ring end gaps. the motor is good to go!!!!!
