new motor, need help

I just put my motor in and the battery along with new terminals. The positive starter wire is by itself on the starter and the negative is on a starter bolt. My problem is when I put the positive terminal on the battery all my lights come on and nothing will turn off. Where should I start to look for bad grounds or is the starts wired wrong?
 
When you mean all your lights do you mean all your lights? headlights, tails, turn signals, dashboard lights, radio, gauge cluster, etc? Knowing exactly everything that turns on and what doesn't may help pinpoint the issue. Let us know
