Ok, here's the deal. My car broke down last week, and after letting my mechanic look at it, it turns out to be a blown turbo (t-25). Previous to this incident i had purchased an aeromotive afpr as well as a walboro 255lph pump. I have those sitting at my house now. Also i have a blown holset hx-35 sitting in my floor (with the intention of doing a swap). Here's my question. I have $400 to spend to get this thing back on the road. I really want to get the holset mounted and going (along with the supporting mods), but i don't necessarily have to have it pushing alot of air for the time being. What would be your suggestion on how to spend the $400 to get the most out of my car?

With $400 you can just upgrade to a 14b turbo along with a j-pipe and 2g install kit and you will be set.

well i got the holset free and i kind of have my mind set on it. I guess what i was actually asking is what is the bare minimum i can get away with (safely) and have this turbo on my car? I only plan on running 5-10 psi until i get the rest of the support (which should be pretty soon). I just dont know exactly which parts are an absolute must and what is just necessary to up the boost a little.

If the T25 center section isn't destroyed, you can rebuild for $75. You can still install the 255 and AFPR (at any time). Then you have more time to get your ducks in a row without having your car collect dust. If you just want to wait on the hx35, that's your call, but if you're interested, I can PM you about an eBay kit that seems to be a good balance of quality and price. I'm going to rebuild a T25 just for the experience, and I'm going to use that kit. Good luck!

Buy a used t25 or 14b off of here or ebay and save your money to do the big turbo set up properly
