I help you alittle bit, but the rest your going to need to search for.

Turbo - 50 trim.
Exhaust manifold - Ported 2g or evo 3 manifold.
Turbo back exhaust.
injectors - 720's if not bigger.
Fuel pump - 255 walbro.
Cams - 272's
DSM link.
FMIC.

These are just a couple of things that could get you to your goals. There are obviously may different factors that you could change to get to your goal.

I agree with what is said here. As he mentioned there is other things though like a fmic and clutch. Look at the mods in my profile. I am positive my car is capable of laying down 400whp on a dyno.

This is a very good setup and you will easily be able to attain 400HP with it. But it's gonna cost ya. I would recommend the Evo III Big 16G. it's good for up to 400HP and i've seen people go over that.

Evo III big 16G
FP Race Mani
Evo III O2 housing

You'll need more than that to get your goals but its a cost friendly good start.

Do you know how hard it is to make a 16g hit 400whp? It will be cheaper to do it with a 50 trim. I have seen two cars do 400 or more with a 16g. One when SBR did the turbo testing and they had a fully built car. If I remember correctly they made right at 400hp. And of course tpg with the thread they have now. But you aren't going to duplicate the stuff they have done any time soon.

The guy that started the thread didnt say wheel horsepower, he just said horsepower.

Your right, I did assume that he ment whp. That is because there are very few people that care about crank horse power. Actually I have never heard anybody that owns a dsm refer to crank horsepower except for what it came with stock.
