Need help with this problem ASAP

Hey whats up. Ok I have a 1995 eagle talon. It went to the shop for a timing belt change. They also had to change my tensioner and idler pullies. I got the car back and when I turned the a/c on and back off the engine shut off. I took the car back and they said there should be no problems. Well driving it yesterday, I tuned the a/c on and then my idle went to 200-400, and I had to pull over and turn the car off and back o to get it corrected. Does anybody know what could be wrong. The car a/c worked just fine before going to the shop.

eeehh might ne too much tension on one of the belts...

ok that brings up one more question. The mechanics said they didnt see a place for a balance shaft belt and that some 420a engines dont have one. Before it went to that shop I could've sworn that another person said they took off 2 belts........is it true that some 420a engines dont have a balance shaft belt?
