need help on mbc set up

ok, i made the homedepot mbc and installed it...but i cant set my boost...i backed it all the way out, and im hitting almost 20psi anyway...if i cut the spring shorter will that let me set it up right?
another thing...when i had the aquarium valve on it, it always fell back down to 9-10 psi...im on stock exhast...is that why? i just dont get it...thanks for any help. sorry im so stupid.

I have a 2G, but I was running 19psi with stock exhaust and NO drop off.

Not a stupid question if you need to get things working right!

ok...i kept looking for answers, just checked the post...and..um, (i dont want to say this, but i had set up backwards) ANYWAYS....i went ahead and checked the specs on the rotor-gurders as long as i was at it...checked out just fine...man im an idiot.
