1G Need a little help identifying my ECU

My check engine light has been coming on intermittently the last couple of days and I finally got around to pulling it today. I used my digital multimeter set to 20k ohms, which seemed to work. It would start out with 1 quick flash, than pause for 2-3 seconds, followed by 2 long flashes, than pause for a couple seconds and back to the 1 quick flash etc.. The closest thing I could think of is code 21, ECT sensor, but the pause between the two long flashes and 1 quick flash seems too long to be connected. Is there anything else it could be, or is this how the flashes work?

I was out checking the ecu for damaged caps etc. today and noticed it looked factory-new inside. Someone on another thread mentioned I should check the underside for soldering to see if the caps were ever replaced, but that also looks factory-new, so I got curious and started researching the numbers on the casing and in the actual board. The casing show it's a Federal GS-T ECU, but after researching a little, I found that the numbers on the white plug connector could mean the board is from a California ECU. Can anyone help identify/verify what I have?

Casing: MD166260, E2T36574
Board/White connector: 6573

It's on my '91 GS-T and running decent, I'm just trying to figure out if the board is different than the casing; if it's a federal or cali board.

From what I've read, n/t ECU's won't run turbo engines well, and only turbo ECU's have the knock board. I don't know if there are any running differences between cali/fed ECU's. It seems like my engine's been having an occasional bogging, just trying to eliminate possible sources.

Cali boards look at EGR temps. Others have that spot open, typically used for adding WBO2 if not using native.

Are you getting any check engine lights? Even if you don't see them, check the codes.
 
I just recently started getting a cel that looks more like codes 20 and 1, but the only thing close I could find was 21, ECT sensor.
 
I thought 12 would be 1 long immediately followed by 2 short? Or do I have it backwards?

The problem is gone for now. I think one of the ECT wires were exposed, or loose. I taped them up and check all connections in the area. Drove it around for an hour today without a CEL.
