So I got my car all put together but I found this.

I have no idea what it is. It is located right after my flex on my downpipe. Can anyone tell me if it is suppose to be hooked up to something. I'm assuming it's a ground since the other end is on a bolt on the bottom of the car next to the exhaust. Thanks.

Ground issues can cause a bunch of weird problems in cars that rely on ECU's and sensors. In this case, since it is from your downpipe, I believe the end result is to have a good "reference" ground for your O2 Sensor. Although most of the time is will not make a difference, but since it is a easy fix, I would connect it. BTW, it should connect to your FRAME, not your exhaust. Look for a bolt in the area around the end of the strap, you may just find where it belongs...

Its already hanging from the frame... or at least the bottom of the car which is as good as a frame as you will get
 
Sorry, misunderstood when you mentioned it was 'located after the flex of the downpipe"...so, if one side is on the frame, as others have said, it is your exhaust ground.
Here is a sketch from the DSM manual...

(Is shows two cables, one from body to cat and cat to frame...Hopefully this is what you are seeing...

Sometimes the o2 sensor readings can be... abnormal if the ground isn't present. For some people they seem to not notice a problem. I know in my case my car would drive rich until I realized I'd forgetten to connect the strap. I confirmed via watching o2 voltage readings they weren't cycling properly, and fixed it by connecting the ground. It's there for a reason.

I should add I only knew to look at this because of reading many reports of similar behavior from others back on the old email digest.

Also, is that diagram for a 2G? I don't ever recall there being 2 ground straps for the 1G. I will have to look at my car later and look. I just thought it attached to the side of the exhaust shields.
 
The exhaust friction creates a static charge in the exhaust pipe, this is what can mess with the o2 readings. The o2 sensor itself has a wired internal ground, the body of the o2 sensor is not a ground. A 1-wire o2 sensor requires a good ground, though.
