Moving the wastegate arm

Is it possible to move the wastegate arm when the motor is off? I would imagine it wouldn't be possible to move it back and forth if the engine is on but what about if the engine is off?

Basically I'm trying to find a way to make sure the wastegate arm isn't siezed shut or anything. I'll be installing my Hallman Pro tomorrow and before I even start I'd like to make sure the wastegate works properly.

Take a small air compressor or air pump and attach the hose to the hose inlet for the actuator. It should take about 11 psi or so to move that arm.

k thx. so there i wouldn't be able to move it in either direction with just my hand then?

You can still do it if you use a pair of vise grips to hold on to the actuator with. Just requires a bit of gorilla stregnth.
