missing out, high idle, advanced timing?

so i start my car up the other day and it just starts missing out at idle pretty bad. then 20 or so seconds go by and it slowly brings itself up to a idle sometimes as high as 3k, until it stops missing out, then the idle will not go back down for quite awhile, and its fairly obnoxious trying to drive a car that likes to drive itself with so high of an idle , so does it bring the RPM up by advancing the timing or what? and how can i resolve this problem? any suggestions?

I tried adjusting the idle from throttle body and the screw is all the way tightened, the looser it goes the higher it idles. How do you adjust TPS?
