It's when you use an injection kit to add alcohol vapors to the air/fuel mixture. Generally, it raises your octane level for higher boost applications and acts as a steam cleaner for your intake system from the throttle body all the way to the cylinder. It helps when you are under full boost, running a little lean. But because it helps does NOT mean that you can rely on it to cover for small injectors. Run the proper fuel mods for what you are doing ALWAYS. I learned the hard way.

Another significant reason is that when the alk/water evaporates, it cools down CONSIDERABLY (same as wind chill) thus acting like an intercooler. This keeps your temps down which decreases knock and gets a denser air/fuel mix.
