I have a manual boost controller that is set to boost to 15 lbs. I boosted this on my last turbo and when I swapped to the evo 3 16g, for some reason the boost controller only boosted to 10lbs.
Attached are pictures of how it’s hooked up, please let me know if I hooked it up wrong. “R” goes to a nipple on my intercooler piping and “L” goes to the wastegate.

Have you tried to adjust the boost controller for the new setup. Just because it use to run 15psi doesn't mean it will on the new set up. The boost controller is just a spring and a ball. It's a very dumb system. It doesn't know what boost pressure you are trying to hit.
