manifold vacuum/possoble turbo seal

i got my eclipse running and it does pretty well. my uncle and i checked the manifold vacuum and it sways between like 15-18 and thats causing it to run a little wierd. is it just because the computer has not had time to reset its settings?

also my turbo is leaking oil out of the compressor housing it comes out where the intake pipe comnnects to the turbo where it draws in air and also it comes out where the pipe is that goes to the intercooler what could it be? the seals???
 
Check , and double check for boost leaks.

If your getting oil in the piping most likely it is the seals leaking.

Try cleaning everything so you can judge how much oil is being accumulated and how quickly.

Any smoking from the car ?
 
Turbo seals are leaking into the intake and you need to do a boost leak test. If your intake manifold gasket is leaking then it will cause rough idle and improper vacuum as well. While 15-18 isn't horrible it should be right around 20.
