Not sure if this matters but if the setup was a Frankenstein 6-bolt, CX Racing exhaust manifold with 38mm wastegate flange, 3" turbo-back exhaust, "stage 3" porting on the head and the Frankenstein 274 camshafts...
What would I need to do to safely dump this to the atmosphere (38mm TiAL wastegate on an aftermarket exhaust manifold)?
 
I dont see why you cant run a stock exhaust manifold and port it or get it ported. there is a lot of flow to be gained from a stock one.

I don't like the way it looks compared to an aftermarket with a nice chrome polish.

Makes the bay look so much cleaner so I'd be willing to spend that extra money.

And its just such a convenient exhaust manifold. Fits both T3 and T4 patterns and has the option of an external wastegate. If you don't want to use that feature then put a solid flange on it. http://www.thedsmgraveyard.com/product_p/cxrmf-4g63-t3t4.htm. You could use this one manifold to run different turbo setups, I didn't know they actually made any like this until just recently.

pj91gsx is right, best to go with a recirculation o2 housing. It's not like you need it for your turbo and having a dump tube will not pass smog either. Just wait till you upgrade to a bigger t3/t4 turbo to do a dump tube.

So I should cover that wastegate flange with one of these (http://www.thedsmgraveyard.com/product_p/mv14290.htm) until I upgrade my turbo? I'm assuming it would create turbulance but would it be safer?

I'd rather hear a 3" turbo-back over a dumb tube though I don't really like the way it sounds IMO.

But I'm talking about having an atmosphere wastegate on the exhaust manifold and haveing the O2 recirculated.

The link you posted is a t3/t4 manifold with a wastegate flange and you don't have a t3/t4 turbo and what I would suggest is staying with a normal Mitsubishi manifold and have a recirculation o2 housing like this:

No not yet, I'm ordering a bunch of stuff when I come back from basic. I can't really find any info on a manifold wastegate spit out to the atmosphere, so I'm trying to learn about it before I order anything I don't know about.
 
I'm really lost here as well, are you buying this for the performance or for the looks and sound?? Just use an externally gated o2 housing and buy a chrome heat shield for your 2g manifold since you like shiny stuff.
