Making a frame is virtually just like outlining your car to make anime,
only instead of just tracing outlines, you actally run many more lines that conform to the car. Then just select all these lines and paste them onto black background..

Note: Those lines aren't done by brush tool. It's an actual like object. (line tool in Corel, not sure what it is on PS)
 
I wouldn't mind seeing a anime pic of a car with a anime version of them.....mainly because i would like to see how it would look when a person is on a motorcycle
