looking at buying a 1990 gst fuel pump problem?

im looking at buying a 1g gst from a guy locally here in town he says it has a new fuel pump and injectors along with alot of other maintence parts. And he tells me the only thing wrong with the car is that it wont start sometimes because of the fuel pump says something about that when you mod the fuel pump you need to wire it to the ignition. arent they all wired to the ignition? What is this guy talking about is this something to be concerned of he is selling it to me for $1500

also when i go back to look at this car again what are some things i can check for myself to tell wether or not im going to have major issues.
