i havea 98 gs and for some reason my tail lights dash lights and ac/heater lights dont light my father says something maybe grounding them out but i cannot findanythign to prove him right
 
I skimmed through all my service manuals and couldn't find one right away, but I suggest you find a wiring diagram - then, look for the point where all of those components' power supplies converge. I don't think it's a problem with grounding, but perhaps something happened to the power somewhere down the line.
 
These tail lights have a problem with corrosion in the sockets. This can cause numerous problems such as inop bulbs, irratic operation of bulbs, incorrect bulbs lighting when lights turned on or actuated.

While searching for a simularity is ALWAYS a good idea in this case I think you've probably got a bad dimmer switch. It's responsible for illumination of the instrument cluster. I'm fairly certain I've replaced one or two for these exact symptoms. It may help to do a search for "Dimmer switch" and see if the symptoms you mentioned fall under threads that discuss the switch.

I had the fast flash issues with my tails...(not the same as your issue but this might help)

It turned out to be the ground wire on the bulb socket. so I fixed the wire so that it was touching what it needed to touch in the socket... all is well and good now..
