key doesnt shut engine off

I bought a 2g not running rebuilt the engine with ross pistons and eagle rods. put the motor back in and got the car to start but it would die immediatly. i figured that out to be a problem with the cas so i put a 1g cas with correct wiring except for the wire changes on the ecm for injector triggering into place and now the motor starts but then jumps up into high rpms. I try to turn the motor off with the key but it does not shut the motor off. i was curious where to even start with this or if anyone has ever seen this before. car is a 95 tsi awd sorry if i am being vague but i will try to answer any details you may need to diagnose this
 
Does it eventually turn off? Like if it has a turbo timer? Cause when I bought my car the guy didn't tell me it had a turbo timer but it was installed through the alarm system that it had so there was no visible turbo timer like the GReddy one. Doubting that's your problem but I figured I'd ask. It's more than likely just a little wiring problem. Does all of your accessories turn off how they're supposed to or do they stay on too?
 
you bring up a good point. i was just looking at the remote for the car and it has the key combo for a turbo timer on it. That didnt even cross my mind. that would explain the engine not shutting off but i still have a run away idle problem. i think ill try a boost leak test and make sure the idle control is working properly.
 
High rpms can be caused by a misadjusted cam angle sensor. More timing on the cas will raise the rpms if i remember correctly. Set it to 5 degrees with a timing light.
