As far as tuning, you have link. Cams will help with spool so you are good there. If it's a good deal go for it. Larger turbo and injectors would be nice along with an upgrade to full v3. That would make a pretty sweet setup. I don't think you would benefit from COP with that setup but I really don't know much about the technology.
 
I know you have to move the coils for the manifold. Now my question is do I need a GM maf and translator to run it right? Also what's the perks of having it the manifold is it worth it with the evo 3 16g?

No you do not need a gm maf to run a different intake manifold. The perks of having that manifold are making power higher in the rpm band, it is absolutely useless with an evoIII turbo.
 
The COP is considered a downgrade from the stock ignition system unless you use a CDI box such as Arc-2. That intake manifold is really a high RPM range manifold. You will loose low end torque and to take full advantage of the manifold you would need a much larger throttle body.

I say skip it. Find yourself an Evo 3 intake manifold if you want more top end. Or stick with the stock manifold and put the money towards something else. The stock manifold is easily good for 400hp, even more if you port it.
 
A sheet metal intake is pretty much useless on a 16g variant turbo. The turbo loses steam up top and that's where the manifold shines. When I swapped to the JMF race manifold I lost all my low end torque, since I've switched the drag manifold it has helped some, but you will be better off with the stock manifold as it compliments the turbo much better. On my setup it doesn't make much difference since I don't come into full boost until 5200 rpm and I rev the engine to 8700-9k. You would be best to spend your money elsewhere.
