Issues with EBC (Profec B)

I purchased my profecB (original one) from someone online as a used part. Since installing it, it has never worked right, but I have had so many issues with my car, I never bothered to troubleshoot it throughly, and figured it was just something wrong with my set-up. After installing a new tial bov, I figured it was time to get down to finding out what was wrong with it.

Regardless of the positions of any dials I am unable to get it to control boost, it just goes to the minimum setting (8 psi).

I have checked the continuity of the cables to the solenoid, and it's working.

I have tested the solenoid by using a vacuum pump on the 'in' port and the solenoid will build vacuum. If I connect a 12v battery to the two connectors on the solenoid, the solenoid does open and the vacuum disappears.

Other than this.. I have no idea what is wrong with it. I have opened the cover on the controller and there are a lot of adjustment potentiometers to play around with. I haven't touched anything yet.

The unit powers up, all the lights come on. You can switch between 'hi' and 'low' boost and hear a relay click.

After troubleshooting, I installed a brand new factory solenoid and the car boosts to 16psi (stock).

Ideas?
 
There is a safety that it'll cut boost for over boost function. You may want to skim the manual
 
Have you googled "Greddy Profec how to"
I did and it came up with a couple useful links.

Google knows a lot man. If you want me to link some of the links I was finding useful in here lemme know, but I'd def try it out for yourself man.
