I'm gonna start kicking one issue at a time. As of right now my ISC wont move from 120 (logged in link). I turn the BISS screw and the idle will adjust (raise rpms and hold steady, or lower rpms and hold steady depending on in or out of BISS screw) but the ISC does not. My old one wasn't cycling with the key on. I switched one out and reset my battery.

The new one now moves with the key on but its still the same story. No idle surge, car idles like its supposed to but doesn't like to start. Any ideas?

Are you at operating temp when you're doing this? If I remember right on Zach's talon we couldn't get the ISC to adjust until it was at operating temp.
