ISC sounds weird

When i turn my key to the on position, my isc makes a weird rattling sound like something plastic is getting tossed around. It only does this sometimes. I thought the isc was suppose to sound like a fuel pump with the key on.

The isc normally does a repositioning sequence when key is first turned on from off.
