ISC doesn't move with ignition on. Need a new one??

I have a black plastic ISC. Coils test out fine at 38 across each coil. This isn't a problem. I have been having idle surge once the car is warmed up (only when warmed up) and so I decided to pull the ISC out.

After pulling it out, I had my wife turn the ignition on and the plunger doesn't move at all. She turned the ignition off and then back on and again, it doesn't move.

I feel the ISC click when I am holding it, but the plunger doesn't move whatsoever. I tested an old ISC (tan colored one) and the plunger will move a LITTLE bit but it only rotates...it doesn't move in and out.

So the question here is....should I buy a brand new ISC (both of these are old / used ISC's) or is there something that I'm not doing right to test it while plugged in?

never use a "used" isc from a DSM, since they are natoriously pieces of crap from the factory, just order yourself a new one. even if you get movement from your old one if it dosn't operate 100% correctly you will have idle issues.
replace it with one that shines.
