No, The ISC/IAC shouldn't chatter like that. It should home when you first turn the ignition on and then be silent.

Measure the resistance of each of the four coils in the stepper. For the old style ISC like this each should be about 28 ohms and room temp. Then put it in the trash and get a new style black plastic ISC that isn't as likely to blow the drivers in your ECU.

Next, If any of the coils in the ISC was shorted or much less than the 28 ohms have the driver IC's checked and replaced as needed.

That's your ISC or also called the IAC. That one looks bad to me, it should smoothly extend/retract.

If the IAC tests good but just vibrates and doesn't extend/retract it could be the IAC driver in the ECU
