is this my boost gauge or something else

ok,i recently noticed that when i messed around with my mbc(halman)to turn up the boost to around 14psi to have a little bit of fun that my boost gauge wont read past 10psi but will spike to about 12psi then drop back down to 10psi,i changed all the hosings from the actual gauge itsself to the solinodes and the rest of the housings in the car itsself except the mbc.Now after i did this the gauge started to read to about 12-13psi to what it had been set to prevesely but still wont go any higher and it still wont do this all the time.

so what could be the problem

Stock boost gauge? If so it's incredibly inaccurate, you'll need an aftermarket one such as autometer, greddy etc when doing any changes to your boost levels.

Are you still on the stock BOV? If so, that's your problem. I was in your same situation, and spent alot of time getting mine adjusted. Then I got a 1g BOV and new IC pipe. I had to turn it back down. But, that first pull out of the driveway sure was fun
