is this just a bad turbo?

Ok getting detailed here.
my car:
97 get auto 6 bolt swap from 94 tsi. 14b pretty much stock other than that.
PO did the swap thats all i have found.

Back ground:
Bought this about 2 months ago. Has always felt dead on the bottom end and at sometimes until the turbo kicked in then it pulled pretty good.

3 weeks ago p0170 cel came on. swapped 02 and it went away.
Next day: alternator went bad. I replaced it with new.

2 weeks ago my car over heated on the way to work... not super hot but enough to spew steam. swapped the water pump and head gasket. re-timmed and everything was good until today.

Today: 11 degrees F. I was driving to work going 75 on highway, when I noticed the temp gauge start to raise a bit. I was about 3 miles from an exit and started to get over to take the exit. I lost power in the car (radio, lights) and then all power was gone. So I am on the shoulder going 35 and the car is bucking around a bit so I stopped, and popped the hood. I noticed the over flow was spewing steam out a bit and it was coming up from the air intake (over flow tube). The motor started surging around 1500-1700. Temp went down. I had to get it off the highway and it was less than a half a mile away so I put it in gear to nurse it down the ramp to safety. I had NO power and it was hardly even going into gear to even move. All belts are there. No visible issues at all?? I got it towed home and started looking around pulled the intake tube from the turbo and there is oil in there. I looked at the turbo and there is a crap load of movement in the shaft so I know this is bad.

What is going on? I know some about cars but I'm new into the turbos. Is that just a bad turbo and maybe some sensors need cleaned now or replaced? What cause the surging? What caused the over heating? This is getting really annoying and I'm to the point where I am questioning why I even got this car. I kinda want to go to stock with it and just drive it.

I don't for certain know about the problem with over heating, it could be caused by the bad turbo. But certainly having oil in the intake can cause surge, I would swap out that turbo right away, or rebuild it if you are able.

If your turbo has real bad shaft play, then your boost levels will be all over the place, and the wastegate be trying to release the excess boost, whats the car idleing at?

You will need to clean out your intake system and remove that oil, clean your sensors everything. I hope there is no internal damage.
 
Yeah I know I am getting a 16g tonight. I all be pulling it all apart tomorrow and cleaning it all. You think it would cause it to over heat if the air wasn't flowing through intercooler correctly because of the oil? Like I said when I parked it so something is weird with that.
 
let the car run and see if the fans come on after warming up. over heated is normaly due to the coolant temp sensor or a thermostat and water pump.

as for the other issues i would get the battery tested to start and check all the grounds on the car aswell as the wires.
