Is this head rebuildable?

So I get the head off of my car and get the valves out, and i don't know if the head is able to be decked. The surface is flat, we checked it with a straight edge. My concern is that when the old owner bent the valves, he cracked 10 of the guides and a couple of the valves dinged the edge of the face. It appears that the valves were already close to the surface of the head, and I don't know if it is like that stock or if it can be shaved again after performing the work.

Also, what is the general price you guys have paid to have a head hot tanked, shaved, and have all 16 guides replaced? Thats not including removing the valves, springs, and retainers nor the price for new ones.

I'm about to build my 420a head when I do my reinstall. Just replace the cracked valve guides with some from PEP or similar. As for decking it, why would you want to deck something that's already flat? No point. Also, the valves should be closed when the piston is TDC anyway, so if closed they are flush with the valve seat, they're fine.
