Is this an Eprom ECU

I opened the case and on the bottom right of the circuit board there is a black chip 1/2 inch high and 1 1/4 inch wide it has a sticker on it with the numbers

3214

Is this a Eprom ECU?

I'm not 100% on the numbers you provided but if you google search 2G EPROM you will see exactly what you're asking about.
