is this a timing problem

My friend just had a water pump and timing belt done to his car. It is a 93 tsi awd. The car loses power around 4500-5000 rpm's and it also idles between 850-1500 back in forth. does this sound like a timing problem. I haven't had a chance to look at it yet any info on this would be a great help thanks.

Check the timing marks on the cam gears, if the marks do not line up then the belt needs to be taken off and the cams rotated to match up. If the marks match up it sounds like a boost leak.
