Is my ECU supposed to look like this? WTF happend

I think the picture speaks for itself, I don't know if this is blown caps, or some hack job, or what it is, but it doesn't look stock Anyone have any explanation? :thumbdown

And yes the car still drives ....Also, on the ECU topic, I hooked up A/F gauge, and it shows lean all the time, when I let off the gas it moves, or BOV opens to atmo it moves, is it lean, or do I not have it hooked up right, I found the little white clip taped to a harness behind the right kick panel, I'm thinkin either it doesn't work, my ground isn't good enough, or the engine is just lean all the time..

It isn't damage, its silicone. The board has prpbably had new components soldered on. Alot of places put the silicone on the board to keep the capacitors, resistors, etc. from coming loose from vibration, etc. That is one sloppy looking job though.

looks more like the coolant stuff u put between ur computer heatsink and the cpu on the little metal pad for cooling purposes. Whatever they put that on there for its not supposed to look like that and be that messy thats just ####in ridiculous.
