I had a breather filter on my valve cover, theni decided to relocate it to not splash the oil in the enginebay. So i took a long hose ,routed down under the car and put a breather filter at the end of the hose. My question is:
Is it a good idea to use a pvc valve in line of the breather filter from the valve cover down under the car ???

That is a horrible idea. You are going to suck water into the engine if you drive it in the rain. That hose is pulling air into the engine when the manifold has vacuum.

The valve cover does not suck air. The intake manifold does. It's still a bad idea. There is a reason the hose is routed to the intake. Many folks don't like the fact that oily vapors come with it. Some folks choose to run a catch can. I like the idea and in my opinion if you choose to run one it should be a closed system.

Find a cheap can if you like and youll be set, ive seen others run it in the bay, but not me gonna get a can when i get my engine together next week.

When there is vacuum in the intake manifold there will be vacuum in the crank case. The tube on the intake to the pcv valve creates the vacuum. At idle and under decel there will be air being pulled in thru the hose from the intake pipe, or thru the filter in his situation.
